While the WTG Agreement is a giant step forward, much work remains to be done to open up the telecommunications markets of the region to competition. Countries that want to compete economically must upgrade their telecommunications infrastructure in order to attract the capital they need. This article highlights fourbottlenecks that constitute the core of the regulatory problem, and how abuse by operators who own or control these 'bottleneck' resources can be avoided.
