Urban growth in Latin America has outpaced the growth of voice, data and video telecommunications services. These services tend to be expensive, lack reliability and are hard to obtain. One solution is the convergence of data, voice and video services on to single high-bandwidth lines using ATM technology to help maximise the traffic-handling capacity of existing networks. This solution, nevertheless, presents a series of challenges which the ITU, by providing effective standards, has helped to minimise.

The growth of wireless in Latin America has been explosive. Brazil, for example, has 26 million mobile phones, double the fixed phones of a few years ago. Mobiles are still mainly used for voice, although many operators now offer WAP and SMS services. In Europe 200 billion SMS messages are forecast for 2001. Latin American operators expect SMS and other data-based services will become a significant source of revenue and serve as a tool to stem subscriber churn problems.

Digital convergence trends reinforce the efforts of countries in Latin America and the Caribbean to translate their political will into actions that expand their knowledge economy-an essential foundation for the process of sustainable economic development. Since digitalisation, the capacity to carry audio, image and data signals over the same line has blurred the distinction among various media. Countries and development institutions, such as the Inter-American Development Bank, are challenged to address the deployment of these technologies in a comprehensive manner.

Article abstract:
Convergence, the interaction between the telephony, broadcast and computer industries, is complex but, driven by the market, unavoidable. Convergence is multidisciplinary and will require companies with experience in diverse areas to join (acquisition, merger, co-operation) together and share their skills and infrastructure. The elevated investments and risks involved dictate the need for a well thought-out strategy. Integrated project management methodology and a project management partner are the key to on-time completion and to earlier return-on-investment.

The convergence of multimedia applications and the mobile phone is on its way. New applications to replace today's clumsy WAP interfaces are in the works. The first such application, the Short Message Service, still appeals mostly to the young. The serious applications await the 'always on' 2.5 and third-generation transmission systems which will greatly increase the flexibility and usefulness of 'serious' applications such as mobile banking, entertainment services and a host of location-based services.

Technological convergence is the norm. Convergence is not just technology; it is an essential mindset. Strategic plans must deal with a range of complex issues to succeed in convergent technology markets. Nevertheless, a few obvious strategic necessities, such as the following, are often ignored: know your market: have strong, local, management; be a sector value leader; have a top-notch sales team; do not underestimate the competition; do not underestimate investment in advertising, promotion, quality of service and customer service.

The technological convergence that spawned the Internet, cellphones and faxes created one more socio-economic divide. This 'digital divide' is being bridged with the help of the same technology that is changing the rules of the game. Wireless transmission, satellites and falling costs have helped connect the remotest communities, the smallest companies, farmers and artisans, to the world in a way not possible until recently. Governments of emerging economies need to provide their people with connectivity, training and relevant content.

Article abstract:
The privatisation of Brazil's telecommunications and the introduction of competition have been a great success. The number of phones has more than doubled. Nevertheless, in small municipalities and communities, where the economic incentives are less, service has not grown much. Consequently, Brazil has authorised Competitive Local Exchange Carriers (CLECs) to provide service in communities of less than 100,000. New, IP-based technology will allow the CLECs to provide Internet access, broadband and multimedia services as easily and economically as basic telephony.

Article abstract:
The basis of mobile business is the convergence of technologies. Voice, text, images and data no longer require different networks but flow through uniform systems. Mobile systems will be the leading form of Internet access in Latin America, which has more cellphones than computers. People are living and working in new ways that require mobile access to our offices, our leisure activities and our homes. Mobile work and mobile play are major trends that will increasingly influence our daily activities.

Business systems, driven by the convergence of IT and telecommunications, are themselves converging. Centralised systems are available on a company-wide, indeed worldwide, basis through the Internet. Purchases made through public B-2-B electronic markets directly drive internal controls, accounting and production planning. Systems can be managed centrally and drive internal and customer accessed systems alike. Call-centres, integrated with ERP (Enterprise Resource Planning) and CRM (Customer Relationship Management) systems and the Internet, bring an unprecedented level of customer and sales support.

Neither the computer, the telephone, the television nor the written word are universal privileges. The Internet, too, is limited to less than 10 per cent of the world's population. Today's economy is based upon knowledge, propagated electronically, principally by the Internet. One of Brazil's biggest challenges is to promote the social, economic and digital inclusion of its citizens. Consequently, Brazil established sectorial goals for the mandatory universalisation of Internet access as well as programmes to develop and finance low-cost computers for access.

International roaming both benefits from and promotes technology convergence-leading to a massive common calling area in the Americas equalling or exceeding any European or Asian example. Widespread international roaming in the Americas will soon be common: 33 million visitors from the Americas should visit the United States this year; 37 million United States residents travelled within the Americas in 2000. Greater economic efficiency will result and contribute to even greater levels of economic interaction across borders and geographic barriers.

Article abstract:
The convergence of information technology, telecommunications and handheld electronics brings important advantages for field workforces. Very often, access to data stored in information systems is limited to fixed-wire networks, a serious limitation in the field. For companies with a significant mobile workforce, tremendous value can be realised in developing a mobile information strategy. If the mobilisation of information system access is staged properly, significant returns on investment can be achieved in a relatively short period.
