Connect-World Global Visionaries, Global Visions 2009 will commemorate the ITU Telecom World 2009 event - Geneva, Switzerland, 5-9 October 2009.

The ITU Telecom World 2009 theme, ‘Connecting for a better world - opening the doors to progress’, speaks to the same concerns that the leaders of government, industry and social institutions that written about in our pages over the years - human, regional and industrial development; access to ICT and information; the impact of new technologies; the viability of ICT business models; government policy; and the impact of ICTs upon the great issues that affect our society such as global warming.

Connect-World began 12 years ago as a publication dedicated to regional development. Over the years, we have broadened our scope to include every region of the world - developed and developing alike. We remain dedicated to discussing the impact of ICT upon businesses, people and societies throughout the world. Connect-World examines how information and communications technology connects the world’s people and opens the doors to opportunity.

For Connect-World Global Visionaries, Global Visions 2009, we are inviting outstanding leaders of government, industry and social institutions from around the world to share their visions and help us understand how open networks can connect people and societies to create a better world.

Dr Hamadoun Touré, the Secretary-General of the International Telecommunication Union (ITU) is committed making ITU an innovative, forward-looking organization adapted to meeting the challenges created by the new ICT environment. Previously, as Director of ITU’s Telecommunication Development Bureau, he played a significant role in the World Summit on the Information Society, held in Geneva in 2003 and Tunis in 2005, by launching numerous projects based on partnership building with International Organizations, Governments, Civil Society and the Private Sector. Earlier, Dr Hamadoun Touré was Africa’s Regional General Manager for ICO Global Communications, as INTELSAT’s Director for the Africa Region and later as its Group Director for Africa and the Middle East.

Dr Touré holds a Masters Degree in Electrical Engineering from the Technical Institute of Electronics and Telecommunications of Leningrad and PhD from the University of Electronics, Telecommunications and Informatics of Moscow and is proficient in three official languages of the Union: English, French and Russian.

The EU’s Swedish Presidency faces several major challenges including battling the financial crisis and climate change. ICT will be a key factor in handling both of them. Studies show that ICT was behind half of the EU’s GDP growth between 1995 and 2004. ICT creates logistical solutions that makes transport more efficient, reduces its environmental impact and makes vehicles more fuel-efficient. The EU needs a coherent ICT strategy to breathe new life into the European economy and facilitate a shift to an eco-efficient economy.

Mr Kurth has also been Representative of the State of Hesse in the Committee of the Regions of the European Union, Representative of the State of Hesse in the Regulatory Council for Posts and Telecommunications, State Secretary in the Hesse Ministry of Economics, Transport and Urban and Regional Development, Head of Administration and Permanent Deputy of the Minister, Parliamentary Secretary and Deputy Chairman of the SPD Group in the Land Parliament, member of the Presidium of the Hesse Land Parliament and judge at the Darmstadt Regional Court.

Mathias Kurth studied Law and Economics at Frankfurt am Main University, and was a postgraduate Legal trainee in the Administration of Justice of the State of Hesse.

Broadband networks are a prerequisite for economic growth. Although Germany’s broadband coverage is quite good compared to most countries, there is a need to upgrade broadband speeds and serve rural areas. Germany’s long-term goal is to provide broadband connections with minimum transmission rates of 50 Mbit/s. The Federal Network Agency is using regulation to drive competition and investments in network deployment. Frequencies freed by the move to digital TV, the digital dividend, will be dedicated to providing broadband in rural areas.

Héctor Osuna Jaime is currently the Chairman of the Comisión Federal de Telecomunicaciones (COFETEL), Mexico’s regulator for telecommunications.

Héctor Osuna Jaime, an active promoter of Mexico’s social development, has had an extensive career in public service. He has served as a Congressional Representative of Baja California as Mayor of Tijuana, Baja California, and as a Federal Senator. In the Senate he chaired the Communications and Transportations Commission and was a member of the Parliamentary Commission for Telecommunications. Prior to beginning his career in public service Mr Jaime worked as an architect for several companies.

Héctor Osuna Jaime graduated from Universidad Autónoma de Guadalajara as an Architect.

Regulators have played a pivotal role in the universalisation of telecommunications services and in reducing the digital divide. By liberalising the telecommunications sector within their countries, fostering free and fair competition on a level playing field and facilitating the adoption of new, lower-cost, converged technologies, regulators have encouraged the growth and usage of telecommunications. In many parts of the world, regulators have played a major role in the near universalisation of voice communications and the rapid growth of the Internet.

Markus Kummer is the Executive Coordinator of the Secretariat supporting the Internet Governance Forum (IGF). Mr Kummer was appointed by the United Nations Secretary-General following the decision by the second phase of the World Summit on the Information Society (WSIS) to convene a multi-stakeholder platform to discuss Internet governance. Previously, he served as Executive Coordinator of the Working Group on Internet Governance (WGIG). Before joining the United Nations, Mr Kummer served in several functions as a career diplomat in the Swiss Foreign Ministry in Berne, Lisbon, Vienna, Oslo, Geneva and Ankara. Mr Kummer held the position as eEnvoy of the Swiss Foreign Ministry in Berne. Mr Kummer was a member of the Swiss delegation during the first phase of the WSIS where he chaired several negotiating groups, including the group dealing with Internet governance.

Markus Kummer has a master’s degree in languages, literature and journalism from the University of Bern.
 
Article abstract:
Given the number of stakeholders, the complexities of Internet governance are apparent. The Internet Governance Forum (IGF) established by the UN is a market place of ideas built around ‘soft governance’; it has no decision-making authority. However, its UN mandate makes it a neutral space where all actors can identify issues to address by the international community and shape decisions to be taken in other forums. The IGF is now viewed by some as a model for other international policy arenas.

Lynn St. Amour is President and CEO of the Internet Society (ISOC). Before joining AT&T, she held a number of management positions with Digital Equipment Corporation (DEC) including as Director of Pricing for European Sales and Marketing, and as Digital’s Corporate Strategic Alliance Director. Ms St. Amour began her career in information technology with General Electric.

Lynn St. Amour is a graduate of the University of Vermont.

Forty years ago, the RFC 1 - Host Software memo started the series of memos, which until today documents and defines the Internet. The founders of the Internet, though, created more than a technical specification. They created a vibrant platform for collaboration and cooperation open to all. The openness of the Internet model is still, 40 years later, at the heart of an ongoing transformation of the world. The visionary Internet Model of development has taken us far and must be preserved.

Broadband can help develop the economy, provide previously underserved areas with access to the global economy, create jobs and boost productivity. Mobility is the key; in five years, about 80 per cent of global broadband traffic will be mobile. ICT can also make a huge difference in fighting climate change. The ICT sector can contribute to a 15-20 per cent reduction in CO2 emissions by developing intelligent methods for producing and distributing energy, maintaining buildings, travelling, socializing and so on.

Mr Roberto Irineu Marinho studied Business Administration at the Fundação Getúlio Vargas.

Technologies, even information and communications technologies, are often disruptive in direct proportion to their importance. The risks, which like those that caused the recent economic collapse, are little noticed until the reckoning comes. In Brazil, broadcasting and the Internet have had an enormously positive impact upon business, personal affairs, upon customs and society as a whole. Nevertheless, there is great need for serious public discussion about the risks inherent in these technologies and about measures needed to protect public welfare.

The Global Telecoms Business magazine ranked him first among his Middle East & African peers in its top 100 survey of influential telecom executives; he won the Africa Investor’s International Business Leader award, CEO Middle East magazine’s Telecom CEO of the Year award and Bespoke magazine’s 2008 Visionary Award; and Arab Ad’s Man of the Year award, among many others.

Dr Saad Al-Barrak holds a BSc in Electrical Engineering, an MSc in Systems Engineering from Ohio University, and a PhD in Information Systems & Technology Management from the University of London. He is also an alumnus of Harvard University.

Mobile communications is a powerful catalyst for personal, national and regional development that does not depend upon political systems. Mobile eliminates many social, cultural, educational and economic barriers. People of the Middle East and Africa no longer need to walk to the next village to speak with friends and relatives or do business. With borderless mobile communications, families divided by wars, and workers in distant countries can keep in touch or even pay bills, and economies in remote regions can grow.

During the last two decades, Korea has turned itself into a technological and industrial powerhouse and a worldwide leader in the development, manufacturing and use of Information and Communications Technologies (ICT). Some 30 to 40 per cent of Korea’s total GDP growth comes from the ICT industry. Korea’s ICT industry concentrates on hardware, but lags in software development. To recuperate its lead in ICTs, Korea needs to promote the development of smart technologies that facilitate the efficient use of resources, energy and infrastructure.

For most carriers, international voice telephony’s contribution to profitability is a fraction of that of their retail mobile and data services. Few carriers can afford the costs of migrating their legacy international voice infrastructure to inherently lower-cost IP networks. Most national carriers have a relatively short list of international destinations that are highly profitable. Given the low margins and massive economies of scale required to succeed in international voice many carriers are seriously considering outsourcing this business to specialised carriers.

Indeed, many of the systems we depend upon cease to function during emergencies or natural disasters. Greg Brown earned his bachelor’s degree in economics from Rutgers University and is a member of the Rutgers board of overseers.

The way we produce, deliver, consume and secure energy is a defining issue of our day with important consequences for global economics and environmental stewardship. Intelligent electrical grids - smart grids - use broadband communications to integrate the management of energy production, distribution and consumption much as our nervous systems monitor and allocate resources within our bodies. Communications vendors are working with electric utilities to provide the wireless communications infrastructure to link grid components and help utilities process information in real time.

Mr Mampone was appointed as an Audit Committee member of the Government Communications and Information Service and is also involved in the IMC and MDDA Audit Committees. Mr Mampone is also a member of both the International Forum and the Institute of Marketing Management.

Gabriele Mampone is a graduate of Wits University where he obtained a BA (Hons) in International Relations and two post-graduate qualifications from Wits Business School. He holds an MBA from De Montfort University; he also completed courses at the Institute of Marketing Management, the Gordon Institute of Business Science and is a qualified and practicing Chartered Marketer.

South Africa’s transition to digital broadcasting will bring many benefits - and a good number of challenges. Neighbouring countries in the SADC, the Southern Africa Development Community, will have to make their own plans to accompany South Africa’s transition since much of the content consumed in their countries is produced by, and transmitted from, South Africa. SADC governments will need to ensure availability of digital set-top boxes and educate consumers to prepare them for the consequences of the switchover.
