Mr. Daffner is a practised attorney. He practised with NTIA, Jenner & Block and Arent, Fox, Kintner, Plotkin and Kahn in Washington DC. He is a dedicated member of both the Board of Trustees and the Executive Board of the Pacific Telecommunications Council (PTC). Since 1994 he has also been a Founding Executive Board Member of the Asia Pacific Satellite Communications Council (APSCC). In addition to all his achievements he is also a founding member of the Satellite Industry Association (SIA) and the Alliance for Competitive International Satellite Services.
In a prior accomplishment Mr. Daffner was a based in New York filmmaker and video artist.
 
Article abstract:
Telecommunications infrastructure is sadly lacking in much of the Asia – Pacific region, without adequate telecommunications. Universal phones and Internet availability could fuel economic development. The region’s government, recognize this but lack resources to build the systems. As anchor tenants of private sector networks, they can insure their viability, provide cost-effective e-government services and underwrite the means for regional economic development. The next – generation satellite – based networks would provide a cost – effective way to rapidly extend service availability.

Location – based services differ in performance and in their ability to support legacy mobiles and low – cost devices. As a general rule, U-TDOA, which calculates location based on any user’s phone signal, is best for high accuracy and availability in indoor, urban and suburban areas. E-OTD, which uses the base station’s signals, is for suburban applications requiring moderate accuracy. A-GPS, based on satellite signals, is accurate in suburban and rural environments and Cell ID works for low – accuracy services in cities.

Larry Valenciano is Regional Vice President, Asia-Pacific Sales, for Intelsat, an international communications provider that connects billions of people in more than 200 countries and territories via capacity on 21 satellites. In this capacity, he is responsible for business development and marketing Intelsat services in the region.

Mr. Valenciano, a citizen of the Philippines, joined Intelsat in 1990. Prior to becoming Regional Vice President, he held positions in the Sales and Marketing Division including Group Director, Asia-Pacific Sales Product Manager for Domestic/Regional Services; and Product Manager Cable Restoration Service. His responsibilities have included the development/establishment of domestic satellite applications in Latin America, Africa and the CIS states.

Before coming to Intelsat, Mr. Valenciano worked with PHILCOMSAT, in the Philippines, where he established the first customer premise IBS station, participated in the design of a Standard A station & TVRO station, TDMA implementation and numerous other projects.

Larry Valenciano holds a B.S. degree in Electronics and Communications Engineering from the University of Santo Tomas in Manila, Philippines. He is a member of various international organizations and has represented Intelsat at a number of international conferences. He also serves on the Pacific Telecommunications Council’s Board of Trustees.

Geo-stationary satellite communications have grown rapidly, fuelled by deregulation, digital technology, enhanced satellite capacity, increased demand and a wider range of applications. The global economic downturn has harmed this sector, but there are still opportunities to provide end-to-end solutions. Satellite-broadband Internet access market in the Asia-pacific could reach US$4.51 billion in the US by 2006. South Korea has the highest household penetration (55%) for Internet access; China and India are far behind. The sector should grow strongly in Asia – Pacific during the next 10 years.

Graham Cradock is the General Manager of Tandberg Television Asia-Pacific. He is responsible for all commercial operations of Tandberg Television in the region, including northeast and southeast Asia, Japan and Australia. During the past few years at Tandberg Television, he has been instrumental in developing technology and business opportunities in the areas of Broadband Media, Digital Television Compression Technologies, Data Broadcasting, Mobile Digital Television and the use of wireless networks. Graham joined Tandberg Television’s Asia-Pacific team when he was appointed Director of Business Development, Asia-Pacific, in late 2001. Graham graduated with a Master of Engineering degree in Electronics and started his career with Mitsubishi Electric in Japan. Later, at NTL in the UK, he led the team that created the first digital terrestrial receiver. In 1997, Graham joined NDS Ltd. as New Business Development Manager in the sales and marketing department. In 1999, when Tandberg Television acquired the digital broadcasting business of NDS, Graham took on the leadership of the New Business Development Group.

Digital broadcasting will play a significant role in education, entertainment and maintaining cultural diversity in the Asia-Pacific region. Digital satellite can provide over 200 TV channels and digital terrestrial over 30. Digital technology makes possible a wide range of interactive applications. It facilitates entertainment services, data delivery via the television, e-commerce and e-learning. Digital makes it easier and cheaper to offer multi-language broadcasting; this is very important in Asia where countries such as Indonesia have large numbers of people speaking different languages.

As Director of MFC Insight, Peter Lovelock brings a long background in telecommunications and Internet research, analysis and consulting. He has worked extensively on regulatory assessment, implementation and execution projects, as well as due diligence and market entry strategic guidance projects in China and Asia. His PhD (1993­–97) was on the subject of telecom and infrastructure policy-making in East Asia, focused on China.

During 1997–98, Dr Lovelock worked as a policy analyst at the United Nation’s International Telecommunication Union (ITU) in Geneva. During this period he was a contributing author to a range of the ITU’s research publications, including World Telecommunications Development Report 1998, Challenges to the Network, and Worldwide Telecommunications Regulatory Trends (6 volumes).

He has written extensively on both the telecoms and media industries, including chapters in Telecommunications in Asia, the IEC’s Annual Review of Communications, and Sage Publication’s The Handbook of New Media, along with contributions to Telecommunications Policy and Politique Internationale among others.

Peter is the Deputy Director of the Telecommunications Research Project at the University of Hong Kong (www.trp.hku.hk) and a partner in the quarterly Telecoms InfoTechnology Forums (TIF).

China’s telecommunications is still a nearly monopolistic market. Nevertheless, network growth, market development, industry restructuring and domestic liberalization are breathtaking. However, the industry and its controlling policy-makers are at a crossroads trying to sustain growth, meet the nation’s access requirements, embrace new technologies and promote network value. The continued use of licensing and regulatory control to promote a market-directed telecom industry seems likely. Although this may appear contradictory, it is not, and will provide ample opportunity for foreign service providers.

Each collaborative project serves as a platform for industry players to interact, identify collaboration opportunities and propose synergistic solutions. He has helped Siemens to gain worldwide success with its mobile phone standard GSM. Today, the group has more than 180 customers in 90 countries. Under Pauly’s supervision Siemens mobile managed to reach third place amongst mobile networks suppliers. Pauly, who was born in Bad Homburg, belongs to those pioneers who initiated the UMTS era in the late 1990s by talking with regulatory authorities. The business studies graduate has been with Siemens since 1987. Pauly worked as sales director for various telecommunications segments in Indonesia and Poland before managing the business segment Mobile Networks between 1996 and 2000.

In some parts of the world mobile phone ownership is close to saturation. China, though, with its 1.26 billion population, is expected to have 500 million mobile users by 2008, many of these using third ­– generation (3G) ‘UMTS’ technology. UMTS is the 3G international standard that will provide ‘always on’ mobile voice and data for interactive applications and mobile business. China is betting upon TD-SCDMA technology to implement UMTS and provide important benefits to customers, operators and the economy.

Anthony S. K. Wong is the Director-General of Telecommunications at the Office of the Telecommunications Authority of Hong Kong. After graduating from the University of Hong Kong, he joined the Telecommunications Branch of the Post Office in 1974 and was responsible for a range of activities of the then telecom regulator. In 1988, he was appointed Assistant Postmaster General (Telecommunications), head of the Telecommunications Branch.

With the establishment of the Office of the Telecommunications Authority (OFTA) in July 1993 as an independent government agency, Anthony Wong was appointed Senior Assistant Director of Telecommunications in charge of the Regulatory Affairs Branch. In March 1997, he became Director-General of Telecommunications. Mr Wong was the Chairman of the Information Infrastructure Advisory Committee from 1997 to 1998. He is also a member of the Broadcasting Authority in Hong Kong. In the international arena, Mr Wong continues to represent Hong Kong in various international and regional telecoms conferences and events.

Anthony Wong holds a Bachelor of Science Honours degree in Electrical Engineering, a Master of Philosophy and a Master of Social Science.

Hong Kong’s regulatory authorities have aggressively opened local telecom markets to competition and levelled the playing field for incumbents and newcomers alike. As a result, Hong Kong now has ten operators offering local services and six mobile operators. Innovative regulations and licensing are being used to create business opportunities. 3G licensees, for example, must cede at least 30% of their capacity to mobile virtual network operators and/or content providers and innovative Class Licences lower the barriers for small business entrants.
