Magazine introduction

Innovation in the information and communication technology, ICT, sector drives a significant portion of the world's economic growth. As in all sectors, novelty and fashion certainly pushes the market, nevertheless, the ICT driven economic boost is predominantly a reflection of the fundamental contributions these technologies bring to the economy.

New hardware spawns new software, applications and content, and vice versa. Innovation in the ICT sector, the new technologies, products, services and applications increases productivity, increase efficiency, reduce costs and build revenues of provider and user alike. Innovation in the sector creates not only new business, but also new, previously all but unimaginable, businesses and jobs. Due to ITC innovations, existing businesses - through foresight or necessity - re-invent themselves, redefining, creating or eliminating jobs and new companies spring up overnight to take advantage of the, at times illusory, new market opportunity. Innovations in the sector give many a policy maker and regulator sleepless nights, but the innovations also make possible vast simplifications and improvements in government services; e-government is revolutionising the potential and responsiveness of even the most tight-budgeted governments around the globe.

This issue will examine the latest innovations and trends. E-commerce is growing rapidly. Its growth closely parallels the evolution of information and communication technology and the availability of the appropriate ICT infrastructure in each region. As the number of Internet users grows, e-commerce grows. For many developing countries, e-commerce is often the only viable way to reach new markets with local goods. Governments in these countries need to align their policies and regulations with the new market reality and encourage investment in the infrastructure needed to make it flourish.

Mr Roque Hern·ndez Luna graduated from the Electronic Institute of Telecommunications in Moscow as an engineer specialising in electronics and telecommunications. He also specialised in Telecommunications Law and Management at the SimÛn Bolivar Andean University and has taken other courses in Brazil, Russia and France.

The Ecuadorean Government, through its National Telecommunications Secretariat, SENATEL, has established a National Development Plan for Telecommunications for the years 2007 through 2012. The plan aims at building Ecuadorís telecommunications infrastructure by using the latest network technologies in order to provide access to all of Ecuadorís citizens. The advanced infrastructure will attract investors, facilitate economic development and make possible the development of e-commerce, e-education, and e-government and e-health programmes. Strong regulatory safeguards are needed for investors and users alike.

CONATEL, Hondurasí National Commission of Telecommunications, is dedicated to promoting investment to expand the countryís telecommunications sector, fostering free competition and providing the citizens of Honduras with universal access to telecommunications. Tele-density for both mobile and fixed services has increased dramatically in recent years. CONATEL has driven competition by consolidating sub-operators that compete with HONDUTEL, the main fixed telephony operator, introducing a third mobile operator and licensing a fourth. It also issued regulations to reduce the service tariffs end users pay.

Mobile service operators increasingly find that voice is losing ground to data as a revenue building service. Most of the new mobile services call for robust wireless broadband service. Wireless broadband penetration in Latin America should reach 38 per cent by 2011. Video messaging, video streaming, music download and web browsing accounts for much of this growth. Third-generation mobile services also provide a cost effective way to bring high-speed Internet access to regions that lack adequate fixed infrastructure.

Studies show that providing access to communications and the Internet greatly facilitates socio-economic development. In 1998 there were two million GSM subscribers in Latin America but by early 2007 there were 230 million. The astounding growth of mobile telephony in Latin America has had a dramatic impact upon the regionís economies and social development. Although operators have grown due to the increasing number of subscribers, ARPU has dropped since most new subscribers are lower income pre-paid users. Operators look to data-based services to build revenues but face resistance from their largely pre-paid subscriber base.

At the beginning of 2007, there were 308 million mobile subscribers in Latin America but only 96 million fixed-lines; most individuals now have access to mobile data and voice services. Deregulation, competitive markets and investment are opening up new possibilities and spurring the growth of a framework of modern and scalable networks for these devices. This will stimulate the use of communications devices for commercial transactions, supply chain management and money exchanges, thereby accelerating socio-economic development and developing local markets.

Throughout the continent, although regulations and telecom monopolies impede growth in places, telecom players have been working to build their coverage. Broadband is growing by an estimated 87 per cent per year. It makes Skype-type services available to give users a taste of the services available from carrier-grade VoIP. Businesses, large and SME alike, attracted by reduced costs and advanced services will lead the shift to VoIP.

Broadband in Latin America has grown 46 per cent since 2006, far outstripping Asia-Pacific (27 per cent), EMEA (35 per cent) and North America (26 per cent). DSL accounts for 72 per cent of all Latin American broadband connections - higher than the 66 per cent seen globally. Cable, fibre-to-the-home and other forms of broadband Internet are growing, but at a slower rate than in other industrialised regions.

Telecommunications, especially mobile, is growing rapidly in Latin America. Nevertheless, the competition is getting stronger; the churn rate in Latin America is the worldís highest. Convergence complicates the task of most service providers; they now have to provide many more products and services to increasingly demanding consumers just to keep up with the competition. Mass marketing approaches are often counterproductive; to stay ahead in todayís market, service providers must offer flexible packages that meet the evolving needs of their clients.

Internet usage has grown at an amazing pace. YouTube consumes as much bandwidth today as the entire Internet in the year 2000. Bandwidth typically available at home is growing apace. In 2004 the typical residence needed less than three Mbps of bandwidth, but this should grow to 57 Mbps by 2009. As a result of the increased usage, security attacks have grown 2,000 per cent since 2000 and should increase by 50 per cent in each of the next two years.

Converging networks and services require solutions for problems that legacy systems never had to deal with. Legacy networks each handled one type of traffic and their administrative systems handled one kind of business. Internet Protocol-based convergent networks changed that. Now voice, data, text - anything that can be digitalised use the same network and the services can be combined. Convergent charging systems give operators the flexibility to use a single system to charge for any combination of services on these networks.
