Magazine introduction

Technologically, if not politically, the world is becoming increasingly interconnected, interdependent and interoperable. Few if any big companies are ‘national’ in the old sense; they no longer exist, work buy supplies and services and sell within the boundaries of a single nation. Supply chains and processes of all sorts reach into other nations and at times circle the globe crossing and interacting with one another, first in one nation than another, in subtle and complex ways.

Nowhere is this more obvious than in India, where broadband connectivity has, seemingly overnight, reinvented the country’s economy and re-written its future. More than just outsourcing, taking over existing processes in behalf of companies in other parts of the world, India is increasingly sourcing its own processes, its own technologies and products.

The speed and seamless interconnection and interoperability of the world’s networks, both wired and wireless, using a wide variety of transmission media and technologies, is now so common it is rarely noticed by the user, but much of India’s growth depends upon just this. This effortless connectivity makes possible the seamless interoperability of business processes and supply chains spread throughout the world. Today’s technology is inventing a seamless, global, work environment that might, one day, lead to a seamless world.

This issue of Connect-World India will explore the influence of information and communication technology upon the transformation of India, and how India is itself transforming the technology and processes and helping create a seamless world.

Mr Nripendra Misra is the Chairman of the Telecom Regulatory Authority of India; he has been with the Indian Administrative Service for almost four decades. His previous posts were as the Secretary of the Department of Telecom and Chairman of the Telecom Commission. Mr Misra was Principal Secretary (Finance) in the UP (Uttar Pradesh) Government. He had also served as Principal Secretary to Chief Minister (UP) Secretary Taxation and Head of Cooperative Credit Institutions. In the Government of India, Mr Misra served in Department of Economic Affairs looking after World Bank and International Monetary Fund (I.M.F.) and other multi-lateral matters, in Ministry of Commerce looking after World Trade Organisation (WTO) matters and also as Secretary of the Ministry of Fertilizers. He has been a consultant to the World Bank and Asian Development Bank. He was also Member Secretary of the UP Taxation Committee and has served as a member on Reserve Bank of India (RBI)/Agriculture Refinance Development Corporation/Rural & Urban Cooperative Committees.

Mr Nripendra Misra earned his postgraduate degrees in Chemistry and Political Science and Public Administration from Allahabad University. He also studied at Harvard University, USA for a Masters degree in Public Administration.

The Telecom Regulatory Authority of India has reshaped India’s telecommunications sector and can take a significant amount of credit for the country’s economic growth as well. Its policy of liberalising regulations, promoting competition and forcing tariff reductions has made possible the extraordinary growth of mobile usage and promoted the growth of services such as business process outsourcing and knowledge processing, which have transformed the country’s economy. India’s transparent and consistent regulatory approach has also attracted much needed investment to the sector.

India’s offer of cellular licences last year drew a great many applications. The chance of anyone developing a viable business, however, is slim. Very large operators own at least 92 per cent of the existing voice subscribers. Much of the market’s growth will be in data, but the big operators already have the 3G licenses. The only competitive strategy would be 4G (LTE/WiMAX) but most of the newcomers are asking for 2G licenses, so newcomers will be hard pressed to compete.

The role of Information and Communications Technology (ICT) in India’s growth is widely known. Nevertheless, the majority of India’s smaller companies do not use ICT for more than basic accounting, inventory control and administrative systems. They have little appreciation for what ICT can do to make their operations and their product marketing more effective. Many of these firms have little contact with how ICT has been used by other companies, little capital to invest and few, if any, workers with the needed ICT skills.

Many of India’s people have no access to banks or credit; they depend upon traditional moneylenders and pawnshops. India has many rural banks, yet they have not closed the gap. The Grameen Bank, which pioneered microcredit, has been so successful helping people it earned its creator a Nobel Prize. A mobile phone based ‘virtual wallet’ that villagers can use to deposit or borrow small amounts can bring Grameen-type banking services to India’s hundreds of millions of ‘un-banked’ citizens.

Companies need comprehensive risk mitigation strategies that consider the staff’s access to information, computer security, software applications, stored data and the security of physical facilities. Any comprehensive risk mitigation strategy must focus on the areas of governance, business continuity and data security.

It is difficult to define Web 2.0. It is not a technical specification; it is a social phenomenon driven by the growing popularity of collaborative, interactive, socially oriented websites. Individual users typically produce much of the content and make it available to friends, family and other interested parties. Web 2.0 is also used to denote the growing use of cloud computing - the use of third party storage, raw computing capacity and many types of software - accessed via the Internet.

Wireless communications have played a big role in India’s economic growth. The government has greatly facilitated the growth of wireless and its use for digital inclusion in remote and disadvantaged regions. NGOs and major companies have also supported major efforts to bring ICT to underprivileged communities. The Parikrma project uses wireless communications and state-of-the-art electronic classrooms to provide high quality education and Tata’s DHAN Foundation is helping put communities hit by the tsunami back on their feet.

The rapid evolution of network architecture and equipment generate challenges and risks for telco operators and a great deal of hope and opportunity for many people. The 4G technologies are a real breakthrough in terms of network architecture, the radio interface and the services made possible. New equipment, such as software defined radios, can reduce the telco’s costs and the risks and speed the availability of affordable Internet access to all.

The interactive voice response (IVR) voice market in India is quite complex, but opportunities are plentiful. Affordable services and a growing economy have driven the growth of mobile phone use. Almost all service there is 2G but given the high illiteracy rates, voice communication is the most effective way to reach the population. India has 21 official languages, but IVRs that recognise ten of these languages can communicate with, and provide services for, 90 per cent of the population.

The success of pay TV and IPTV depends upon the use of content and revenue security systems. These subscriber TV services use conditional access (CA) technology to ensure subscribers receive the content they are entitled to and block access to those that are not entitled. Software-based CA is the most flexible of several systems that serve similar ends. Software-based CA can individually identify subscribers, verify their viewing patterns, permit profiling of their interests and let advertisers target their specific interests.

The cost of building, operating and maintaining wireless infrastructure in rural India creates a steep entry barrier for new competitive operators. India recently approved the sharing of all the physical network infrastructure components by multiple operators; this can reduce telco expenditures by more than 50 per cent. Shared infrastructures force operators to use the same technology and features. By using software defined radio for shared networks, costs are reduced but each operator can use its own technology, applications and services.
